The City Council meets twice a month at City Hall on the first and third Monday starting at 5:30 p.m. (Unless there is a holiday, the meeting will be the following day.) The pre-approved 2026 Council calendar or regular City Council meetings can be found by clicking here:  2026 Council Calendar.

Submit your interest to serve through this application linked here. Committees currently in place like daycare, economic development, or alcohol ordinance have a panel that includes community members. Commissions like Planning and Civil Service are also made possible by resident volunteers. There may not be an immediate opening, but your interest is kept on file for the year and made available to Council to match your skill set to current community needs.

Minot City Council hosts Personal Appearances each meeting. Please click here for City of Minot Resolution 3862, outlining procedures for public comment at all council meetings was passed on July 7, 2025. The resolution was, in part, a response to the 69th Legislative Assembly of North Dakota enacted SB 2180 which can be found here.

All council meetings are broadcast live on Channel 19 or on the City of Minot Social Media Pages. You can view all previous meetings as well. Be sure to check the calendar for any upcoming meetings.

Contacting City Council

City Council needs and wants the community's feedback and insight to discover ways to improve the City of Minot. 

There are many ways residents can contact their elected leaders.  You are encouraged to contact any of the City Council Members above or submit to all at once using our Council Comment Portal which allows you to provide comments anonymously, or attach your name and contact information so the city may respond to your comments.

IMPORTANT DISCLAIMER

Keep in mind that all records of City Council communications including, but not limited to, emails, text messages, and social media posts are subject to the North Dakota Open Records and Meetings laws.  Unless an exception applies, any records of your communications with the City Council will likely be considered a public record, and available to the public upon request.

Additionally, please note that a quorum of the City Council (4 members) generally cannot discuss public business with each other or through other people outside of a noticed meeting.  While members of the City Council may respond to your communication individually, some may wait to discuss your communication until a regular City Council meeting.  If your inquiry or message requires an immediate response – we encourage you to contact Tom Joyce, City Manager.

Office of the Mayor

Mayors in modern council communities (or chairpersons in counties) are key political leaders and policy developers. In the case of the Council, the Mayor is responsible for soliciting citizen views in forming these policies and interpreting them to the public. The Mayor presides at Council meetings, serves as a spokesperson for the community, facilitates communication and understanding between elected and appointed officials, assists the Council in setting goals and advocating policy decisions, and serves as a promoter and defender of the community. In addition, the Mayor serves as the primary ceremonial leader and a key representative in intergovernmental relations.  

Other responsibilities include:

  • Recommends appointments of all boards and committees for Council approval
  •  Executes all contracts on behalf of the City, after approval by the City Council 
  • Represents the City on local, state and national levels 
  • Has a voting stake in all actionable decisions

Appointment, Membership, Term

The governing body of the City of Minot is the city council, which is composed of seven (7) members, one (1) being the mayor and six (6) being aldermen.

The terms of aldermen of the city council shall be four (4) years, or until their successors are elected and qualified. One-half (½) of the elected aldermen shall be elected biennially at the regular city election. 

The Mayor shall be elected at large and shall hold office for four years and until his successor is elected and qualified. The term of office of the mayor shall commence on the fourth Tuesday in June in the year in which elected and shall continue until his or her successor is elected and qualified.
