Current Project Update:
Phases 1 and 2 - The new culverts have been installed near the intersection of 10th St SW/24th Ave SW on the east side of the mall, near Best Buy and Wings and Rings. The reconstructed roadway is now open to traffic.
Phase 3 - Culverts have been set in place north of the McDonald’s near the mall and the roadway has been rebuilt. The reconstructed roadway is now open to traffic.
Phase 4, 5, and 6 - Work continues on the road between Target and the Dakota Plaza strip mall to the west of Target. Crews are installing pilings as part of a shoring system to ensure safety while the underground work takes place. The intersection of 24th Ave SW and the Mall Loop Road is now closed to traffic.

Storm Sewer District 121 - Puppy Dog Coulee is a project to replace the aging storm sewer culvert system which conveys storm water from west of Minot, across 16th St SW, through the area of Dakota Square Mall, and to the Highway 2 & 52 ditch. The current pair of 84" corrugated metal pipe culverts were installed during the mall's construction in 1980 and have reach the end of their life. They are now in very poor condition, showing severe corrosion and section loss, and are in need of replacement. In total, nearly 1,600 feet need to be replaced
In addition to the age and condition of the current pipes, they are also not properly sized to handle the amount of storm water in Puppy Dog Coulee. The Puppy Dog Coulee drainage basin is 9,500 acres, extending miles southwest of Minot. During large rain events, storm water overtops 16th Street SW, damages property in the Green Acres neighborhood, and breaks out on to neighboring commercial properties.
Overall the project includes placing approximately 454 sections of box culvert. The standard section is a double line of 8'x12' and 8' long. Some sections are shorter in length. The weight of one standard section is approximately 40,533 lbs.

Total: $24,100,707 (includes construction, engineering, and other costs)
The project was bid in November 2024. The low bid was from Wagner Construction in the amount of $19,686,071.15, which was 11% below the engineers estimate.
